NSA From Foreign To Domestic

All by itself the NSA went from foreign to domestic eavesdropping after September 11, 2001. Ms. Pelosi, who was the ranking Democrat at the time for the House Intelligence Committee, said that, “I am concerned whether, and to what extent, the National Security Agency has received specific presidential authorization for the operations you are conducting.” That was in a recent New York Times Article. So the question is what other things has the NSA done that they were not given a clear authorization for? By clear I mean that was done in the process that such things were intended to be done.
